Teachers oppose Telangana State transfer rules

Scores of teachers who have questioned the Telangana Teachers Regulation of Transfers Rules, 2018, on Wednesday told the Hyderabad High Court that the state government had framed the Rules contrary to Article 371 (D) and in violation to Articles 19,16 and 293 (G) of the Constitution. A division bench comprising Acting Chief Justice Ramesh Ranganathan and Justice J. Uma Devi was hearing a batch of petitions filed by teachers working in zilla parishad high schools in the state challenging the rules issued under Government Order Ms No. 16 on June 6, 2018.


Mr Surendra Rao, senior counsel appearing for the some of the petitioners, con-tended that the rules were contrary to the provisions of the Telangana Districts Formation Act, 1979 read with the AP Public Employment Organization of Local Cadres and Regulation of Direct Recruitment Order 1975. He told the court that the district education officers had no power to transfer teachers: the teachers were eligible for transfer within the districts where they are currently working. The bench posted the case to Thursday.
